1. PCs inherit an artifact that allows them to control zombies...
1a. ... but not just ANY zombies - special ones, like those created by some ancient fiend/villain, etc. spawn of kyuss-like zombies.
2. the early crux of the campaign would be FINDING said zombies and grouping them together, finding places to hold them, giving them appropriate tasks, etc.
3. two antagonists: a villanous necromancer as well as a band of priests. the former wants the artifact and the zombies to control, the latter want to destroy both artifact and zombies.
4. once the PCs have actually accumulated ALL THOSE ZOMBIES (a million? really? wow...), then... wow, the possibilities are endless. that is a hell of an army (well beyond the scale of nearly any pseudo-medieval force), or, as someone has already suggested, an utterly tireless workforce.
5. such power, of course, comes with tremendous responsbility and enemies. laying low with a million zombies is no small feat. imagine the kinds of powerful beings that covet your artifact and work/fighting force.
5a. i think i prefer the idea of eventually putting all of these souls to rest; another quest to find the first artifact's counter part. or researching/finding the appropriate spell/ritual, which could have an interesting prerequisite, like using your zombies to perform acts of good. (i like the irony of marching an army of zombies on a necromancer...)
the key to a campaign like this is to balance the personal (the PCs and there actions) with the trully epic (a million zombies... wow...) definitely a lot of fun possibilities, though
