Can a PC choose to fail (or not roll) a save !?

What might be potentially useful, or broken for PCs if they could?

Your consideration with that power is casting it on the Fighter, then standing back to blast the front lines? Sounds neat enough.
 

Not just that, although that is nice if you're immobilized or whatever.

Being able to see through their eyes could lead to some interesting tactics.

Could you aid other for perception checks?

Using other powers to communicate, could you do a Cyrano de Bergerac type thing?
 





In your opinion, what is the letter or the law (RAW)? The spirit (RAI)?

RAW, PH 279: "At the end of your turn, you make a saving throw against each effect on you..." There aren't even any 3E-style hedge words like "can" or "may", you just do it.

RAI: Pure speculation on my part, but effects that have "save ends" are intended to be used against foes, not friends.
 


Although on consideration, I'd possibly allow it in my own game, just because it's neat-o and reasonably clever.

If it ended up being used consistently though, I'd probably stop "forgetting" to enforce the saving throw.
