Since Use Magic Device lets a rogue emulate what is required to use a scroll, could he use the skill to create magic items if the have the required scrolls?

The various Item Creation feats all have a "caster level" as a prerequisite. Since the rogue doesn't actually have a caster level, he won't be able to take the feat. (Use Magic Device only helps with using items, it won't help you fake the prerequisites for a feat.)

No, Item creation feats have a specific prerequiste of spellcaster level X depending on what feat your going for. One of the powers of being a spellcaster.
