Can you take [EPIC] feats if you are non-epic?

Epic feats generally have some prerequisite that you cannot meet without being epic, but some do not, such as Improved Spell Resistance:

Improved Spell Resistance [Epic]
Prerequisite
Must have spell resistance from a feat, class feature, or other permanent effect.

Benefit
Your spell resistance increases by +2.

Special
You can gain this feat multiple times. Its effects stack.

The SRD does not say you must be epic to take an epic feat (just as you do not need to be a fighter to take a fighter feat, perhaps). Does the Epic Handbook actually spell this out?

In short, can a non-epic monk, for example, take this feat?

Okay, I found it:

Acquiring Epic Feats
Characters gain epic feats in the following ways:

At 21st level, and every three levels thereafter, the character may select an epic feat in place of a nonepic feat.

Each character class gains bonus epic feats according to the class description. These feats must be selected from the list of bonus epic feats for that class.

No epic feats for non-epic characters. This is what I assumed to be true, but I had a little trouble finding it in writing.
 

Yes it does. Under the obscure heading "Acquiring Epic Feats".
