So there’s a bit more information to tie together. Ross is POTUS (as we knew) and Bradley makes an attempt on his life. Ross wants Sam on side but Sam wants to find whoever is manipulating events. It looks to me as if Rulk is unexpected - Ross didn’t expect to Hulk out, at least not then - and it’s a bit obvious to make him the mastermind, so he probably isn’t. Who is the mastermind, then? Cui bono? Valentina is a good contender - she’s the villain tying together at least two other films (Wakanda Forever, Thunderbolts) and there’s no way she can’t be at least mentioned in this one.

If this was the comics, then Red Skull (disguised as the Secretary of Defence or whoever) is the absolute top contender, since this is right up his street, but it doesn’t seem likely here.

What I want to know is: will Sharon Carter be in this movie? It seems like the most likely place to follow up on her appearance in The Falcon & the Winter Soldier.

I'd love to see Sharon Carter again, but honestly I think the brewing major war over control of a unique resource of unguessable wealth is a little above her pay grade. Leave that to the major powers. But after it's been settled she'd be in there running the black market.

True. Maybe she’ll get her own show then or something. This is just one of the plot threads that’s been left dangling for quite some time, and since this movie seems like a direct follow-on from F&WS, I figured it was the most likely place to pick up Carter’s thread again. But maybe not!

Thunderbolts* could in theory do it as well (both Bucky and USAgent are in it, and it seems to be more involved with shady government agencies which would fit Carter), but it might already be a little crowded.
