I love MoO2. Too bad they didn't make 3 anything like it.
ToEE does indeed have that particular "cheat." The dice algorithm is different for the players side and for the monsters side, in favor of the monsters. I don't remember the specifics either, but it basically amounted to "the game would be too easy for anyone that knew how to build a powerful character." Of course, then there is that in-game bug where you can have a 120 strength, so it's not exactly like the game is even useful anway.
As for Kotor/Kotor 2, I think it's a bit more accurate. The only time I have a problem is with the "story" difficulties (the computer terminals that cost 125 spikes? why? shouldn't it just be "impossible?" like so many other dumb doors?). I do think that if your overly powerful (doing 70+ points of damage on a hit) it nerfs you though. That probably scales depending on what your dealing damage to, and is possibly similar to those saves.
A while ago, I am sure I read a designer interview for a D&D computer game (either Baldur's Gate or Temple of Elemental Evil) where they admitted that they had the game fudge rolls to keep the game "balanced."
