An overview to get us on the same page:

One Handed Weapon + Shield
Weapon damage + Str mod / Shield AC bonus

Two Handed Weapon
Weapon Damage + 1.5 Str mod

Two Weapon Fighting
1 feat required / -2 penalty
Main weapon damage + Str mod
Other weapon damage + 0.5 Str mod

The Question:

If I change the strength modifiers to damage so that THW does 2x strength mod to damage and TWF does strength mod to each weapon, what are the consequences?

Two Handed Weapon fighting, which is arguably the best of those option as is, becomes much better. Almost all fighter types use it over any other style, with a few exceptions, mostly by players who disdain mechanics based decisions.

Two Weapon Fighting becomes slightly better, and may be seen among those who have some sort of extra-damage ability (like rogues and fighter rogues) which is where it is mostly seen now.

Weapon and Shield Fighting becomes even more rare than it already is.

One-Handed Weapon only Fighting disappears completely, if it ever appeared.

That means, I belive, just rising the ground on which we were standing.
The differences between fighting styles would remain mostly the same, the difference will be against that affected by the extra damage (i.e.: hp).
