So then a pull up or down a ramp that's 3 squares long and 1 square high would or wouldn't result in vertical movement of your target?

It's either involving vertical movement or it isn't. Saying that fractional vertical movement is allowed on every square seems like a quirky RAW argument; after 2 or 3 squares, you're still moving them vertically by a full square; there's no such thing as a fractional square of movement.

One COULD argue that up to 45 degrees is more horizontal and vertical and therefore work. By a strict RAW reading its probably wrong, but not clear cut wrong...
 

Yeah, the forced movement rules need some polishing when it comes to anything other than level ground. This is an area that (imho) begs for dm intervention.
 

It seems to me to make more sense that you can push/pull/slide someone onto a space where he can normally move, without having to use other types of movement (such as climb) or making a check (such as to jump). I'd also clarify that I'd allow someone to make a normal move off an edge, given that he'd end up falling.

For 3D encounters (flying, in-the-air encounters or underwater, swimming encounters) I'd adjust it by specifying that you can push/pull/slide someone where he can continue using the type of movement appropriate, or the type of movement currently being used.
 

Strictly speaking I'm not sure ramps can even exist in the 4e combat system; if everything is a perfect grid of cubes, there's no room for anything halfway like stairs or a ramp would create. Obviously that's not the case but that seems to be the underpinning of the rules arguments in this thread so far.

My RAI interpretation is you can push people up or down a ramp or stairs just fine; the prohibition against vertical movement would only apply to trying to change someone's actual altitude, that is, their distance away from the ground.

Then I'd probably house rule pulls to work as long as the movement is down, not up, since that seems logical and in tune with the flavor of most of the pulling type powers.
