Quality matters, too... especially when it comes to making weapons. I have a campaign where there is a guy in one city that makes very fine quality swords. They are commonly +1 to hit and +1 to damage and are works of art as well. The PC's travel to him when they need to hook someone up with a sword or need a weapon repaired.
This man can name his own price, and does NOT have to worry about how his family is going to survive the winter. One PC laid out 1500 gold for one of his swords.
And since he knows how to make 'em so well, he knows a bit about how to use 'em as well. He pays no protection money.
