can you counterspell with a wand?

ie. wand of fireball counterspelling a cast fireball, another wand of fireball, or a necklace of fireballs?

Not as far as I know. The description of Counterspell states...

If the character is able to cast the same spell and has it prepared (if the character prepares spells), the character casts it, altering it slightly to create a counterspell effect.

...so, you have to be able to cast the spell. You don't prepare spell completion or spell-trigger items.

But could you counter the spell from an Item with a spell?

If he is about to use some Boots of Haste, and you cast Haste, can you cancel out their effects?

Sort of.

NAFAIK. What you can do, however, is cast Slow after he activates his boots.

Well, technically, there isn't anything in the rules stating that you can't, but then the wand would only be useful for counterspelling. When you counterspell, you are specifically altering the spell whie you cast it so that it negates the other spell. Thus, a Fireball Counterspelling Wand wouldn't go "boom".

A Rod of Negation is the ultimate countering device to other magic items, though it doesn't affect regular spells. Pretty slick item.
