My swordmage has a +4 Broadsword of Summer (dungeon delve, page 119). The sword has a property that states:

“The weapon deals extra 1d8 fire damage when it hits.”

1- When I use a power that does damage to an adjacent creature/enemy to target, do I add that extra damage in also? (Acid Burst Blade, Greenflame Blade)

2- Does the extra damage apply to a close burst power that does weapon plus _____ damage (Corrosive Burst)

3- Does the damage I do to adjacent creatures/enemies include all modifiers of the original attack (enhancement bonus of weapon, weapon focus, and my Iron Armbands of Power)

Hmmm... well, I'm not sure of the RAW on this, but my first reaction is that, in order for there to be a hit, there must be an attack. So, you would not add this to any damage or damage rolls that lack an attack. I'm not familiar with Swordmage powers off the top of my head, so I'll try and answer clearly:

1: It depends. If those adjacent targets are taqrgets of a secondary attack roll, and that attack hits, then yes. If the damage is an automatic figure (equal to your Strength modifier, 1[w], etc.), then no.

2: Yes, again, as long as there is an associated attack roll for the targets in question.

3: This is touching on a different notion from my initial answer. In the above two cases, the determining question is, "Did you make an attack roll?" In this third case, the normal question to ask is, "Did you make a damage roll?" It depends on the particular powers and bonuses used, but generally speaking, most enhancements to damage specify that they modify a "damage roll." If you roll damage, then it is modified; if not, then no.
