Can i choose the same at-will with my Dilettante as well as with a multiclass feat that grants you an at-will 1/encounter (like Arcane Initiate) to gain that at-will as 2/encounter?

Sure, that's perfectly possible. 2/enc gets you almost to at-will for practical purposes
