One of my players would like this in place of one of the War Cleric's features, but which one would you replace, and what level would be your minimum?

I don't know but multi-classed with Assassin and Gloom Stalker it would be insane.

Assassin 10, Gloom Stalker 5, War Cleric 5:

Blow a 3rd level slot for +5d6
Gloom Stalker gives 2 attacks, plus a bonus attack doing 1d8
Sneak attack +5d6
Sharpshooter (because why not?)
On surprise, all attacks have Advantage and auto-crit

#1 (1d8 + 5d6 + 5d6) * 2 + 5 + 10
#2 (1d8 + 1d8 + 5d6) * 2 + 5 + 10
#3(1d8 + 5d6) * 2 + 5 + 10

8d8 + 40d6 + 45 = 221 (average)

Alternatively, Assassin 17 and Cleric 3 would have an alpha strike of:
1d8 + 9d6 + 4d6 * 2 + 15 * 2 = 230 (average), but requires the failed saving throw

(Yes, I know this is just YOUR player and not a proposed class change. But it's still fun to think about one-shotting...oh, how about an Adult Blue Dragon? Sadly, a Balor is still just out of reach.)

It looks fine to me, I would most likely allow it. The cleric may end up using most of his spells on healing anyways. Isn't he giving up an extra attack. I would most likely even allow him to choose to burn the spell after he hits as the bonus action.
