do clerics work as tanks?

in 3.5, i think a fighter archtype can outdue a claric in combat, but the claric has so many options if he wants it though... A claric tank needs good wis str and con and maybe cha, while the fighter archtype needs str con, and a 13 int and maybe 13 dex.
