I stat out important details for NPCs -- I have one character who is obsessed with disarm, so combat guys always need to have that ready. Standard ones, not even close. I have NPCs that have been in 20 sessions, and I couldn't begin to tell you what their Intelligence or Charisma is. (By the same token, I can't recall what the charaters' stats are off the top of my head, but I do have copies of sheets and all that.)
Combat NPCs get statted out, but it may just be a stat block with plusses and damage and all that written out. I may have another important NPC they meet with important things noted, like:
President Coppola
Bluff +17, Sense Motive +15, Diplomacy +11, will try to outwit the PCs if they seem like they're catching on.
Does he have Skill Focus: Bluff? Possibly. Who knows? I haven't had any complaints about the half-complete NPCs, because their personalities definitely are complete. Not like anyone else can see the stats.
