The level adjustment is only zero if you're Large or larger... which means you're already in the hole, level-wise. Still, at that point you might as well add the template, since it doesn't cost you anything aside from some INT and CHA. I get the feeling the template was meant more for the basic PC races, though. A half-half-orc/half-ogre gets +6 STR, -4 INT, -4 CHA, Large size and natural armor for the cost of a level. Not too shabby if you're going for a dumb bruiser.

Todd Harris art

I've loved Todd Harris' artwork in Dragon for quite some time, especially in this issue's article about half- templates. Does he have a website? I've Googled and been unable to find one for him.

Sure,

they presented 5 psycoses(sp) that can be applied top a dragon viw template form.

Ther are

Nameless (eliminates all traces of its existance)
Ravening (basically gluttony for dragons)
Wandering (As opposed having a single lair, their move around)
SpellStorer (Magically obsessed dragons)

And One more that I can not remember.

For each, they describe the disorder, effects, cure, roleplaying suggestions and a couple of campaign hooks.

Overall, it was a pretty interesting article - I could do without the template idea - becaue there are certainly some benefits to developing these disorders. I would consider adding the disorder to the dragon simply as role-playing flavor. I think that people would remember the the nameless green who strikes down everyone who knows his name as opposed to Adramanaphonus the Green....
