I'm not playing a TWFer at the moment but if my current character bites the dust, I'm definitely making a half-orc Ftr 3 (Champion)/Pal 3 (Vengeance):

TWF for more attacks, Fighter for Two-Weapon Fighting style, Champion to generate more crits, half-orc Savage Attacks for more crit damage, Paladin for Imp Divine Smite and Divine Favor spell.
 

It is not, you get disadvantage(unless I'm misremembering).

PBR v. 0.2 p. 74
A target with half cover has a +2 bonus to AC and
Dexterity saving throws. A target has half cover if an
obstacle blocks at least half of its body. The obstacle
might be
a low wall, a large piece of furniture, a narrow
tree trunk, or a creature, whether that creature is an
enemy or a friend.

The disadvantage is when firing within 5' of an enemy.

Ranged Attacks in Close Combat
Aiming a ranged attack is more difficult when a foe
is next to you. When you make a ranged attack with
a weapon, a spell, or some other means, you have
disadvantage on the attack roll if you are within 5 feet
of a hostile creature who can see you and who isn’t
incapacitated
 



there are a couple and based off some house rules:

Torch and main weapon
Hand / Throwing Axe and Hand / Throwing Axe or other combination
Cape and main weapon
Chain and main weapon
 


So yes he would have been getting disadvantage for firing into melee rather than -2.

I think you're still misinterpreting the rule... you do not receive a penalty for firing a ranged attack INTO a melee engagement (creatures fighting each other in close quarters), you only receive disadvantage when you try and use a ranged attack with an enemy within 5ft of YOU. Unless the target you are firing at has sufficient cover, there is no penalty for shooting at him while he is engaged with another creature.

Note that if the enemy is behind a creature (friend or foe), it has half cover, which is +2 AC for it, not disadvantage for the shooter.

She'll be a human of the Baklunish derivation (see Greyhawk setting), with a Noble background.
