or the people that process orders could just be unorganized.
I know that the SATs were like this (if anyone rememcers or cares) where they would get in all the applications and pile them in a huge stack. And on teh day of the deadline, they would start from the top and work their way down, so if you were one of those people that applied ten years in advance, you would not get the test center you asked for. But if you applied the day before, chances are very good.
I am guessing it is the same for this matter. When they ran out of stock, they just let the orders pile up. whne it came in, they started to process them, from the top down, and so the popel that ordered it a week ago (or more) ar esitting at the bottom of the pile...
