Does Elite recovery remove only conditions or any negative effect such as fearie fire?

it says "negative effect", so yes, it would be any negative effect, not just conditions.

It make sense to me, that was my call. The way it is writen could have led to some confusion, since it doesn't say anything about magical effect.
