They also fixed the duration so you can't have them all day anyway.

It's a projection from the Meta-Psionics Feat "Unconditional Power" -- basically, you for a ton of power points and your Focus, you manifest a power despite being stunned, nauseated, brain lock'd, etc.

Maybe it's only +5 levels, but it's still a lot, and could serve a Sorcerer very well.

Persistent is +6, and Unconditional, if allowed, would be +5. Then remember that Improved Metamagic knocks those down by 1. Also, I don't think I can see much reason for someone to need to stick those two on the same spell very often, if ever (after all, with the 24-hour duration, you probably aren't going to have to cast it while stunned).

But for an attack spell, for instance, you could quicken-twin-empower-maximise it for +9. I guess you might have more metamagic feats than that, but some day you will run out of things to add on. Much easier, in my opinion, to allow multiple twins or empowers and just houserule edge cases (like Awaken) away. Then again, many people don't play into epic. Whatever works for you though. :)
 


Answer number one (RAW): No, you cannot.

Answer number two (Common sense): Sure, of course you can. Metamagic feats are expecially helpful as benchmarks in determining what spell level a custom spell should be. You can also "unempower" a spell for this benchmark effect, to get a general idea of what overall power level a proposed spell should be.

No, not really. Take a look at the epic level rules for advancing saves (i.e. +1 to all saves for all classes every two levels) and you'll see why Heightening the spells is an exercise in futility. You need spells that don't give a save at all. Plus remember that Heighten only goes up to 9th level.
