Now I know this was a 3e article but this is a question I have with 4e.Charge Item (Ex): At 21st level, you get the most out of your magic items. Once per day as a swift action, you can add one charge to an item that has charges or get an extra use out of an item that has a limited number of uses per day. If the item has multiple functions that have charges (such as a staff) or multiple functions that have a number of uses per day, you choose which one to increase or restore.

Someone mentioned sticking a regenerating troll in a pit and shooting it to keep combat alive and keep healing everyone. And this recharge thing is the same.

If you can use a minor action to do something, what would keep you or how would you rule to make sure it isn't used excessively?

I'm pretty sure most of us didn't figure it out untill about half way through, so your in good companydrjones said:Ya know I was 1/4 the way in before I realized this was 3.5 material. I was thinking this was an amazing amount of crunch for a preview, and spell resistance is still in? And a 30 d6 damage attack??
