But without secondary backlash, the second suite of spells is a lot more difficult. The effects will have to be toned down, and the costs have to be increased (higher level spell slots, probably more xp).
Does it matter? The spells you have designed are based on Sep's house rules (and your own) when it comes to Epic spells. Since Sep has allowed secondary casters to take backlash damage in his game already (probably the same group of secondary casters with a few exceptions that would cast your second suite of spells) that shouldn't be much of an issue.
