I like Reaper, but I'm a Ral Partha guy from way back. The new WotC minis are hit and miss, but the hits are quite good.
I like SOME of wizkids sculpts, it is nice they have a few monsters to use as minis [once you pop them off thier clicker bases]. while the sculpts& paint jobs could usually be better they can be had cheaply if you find a player who is in a severe money pinch or you go to www.pjccmall.com the'e single prices are great!
If you look closely you may find a few ral partha sculpts! Also the later sets have had large improvements in quality. These quality improvements still don’t satify those who are overboard on mini quality, but for a DM on a tight budget they will do nicely

always check for the resculpt in later expansions. MK 5 & 6 have a few real winners
Good Mage Knights for monsters;
Minotaur mage, werecat, werewolf, wearbear, deepspawn[[great sahaugin], MK5 Centaur Lieutenant, WAR bear, corrupt priest,lizard man,gnoll fletcher[ good for kobolds if yours are dog faced], Hydra serpent and manticore [make nice baby monsters.]
