Feat for full-strength bonus in offhand?

I seem to recall seeing a feat somewhere that allowed a character using two-weapon fight to utilize his or her full strength bonus to damage with the secondary weapon.

Have I drunk too much Velunan fireamber or is there such a feat? If so, where?

It might be a class feature rather than a feat? Revenant Blades (PrC in PGtE) get this as their 5th level ability when using a double scimitar only. I wouldn't be surprised if there are other PrC's which get it also.

Bloodclaw Master in the Book of Nine Swords, when fighting with daggers or Tiger Claw weaponry only.

Monks. Hehehe.

Only similar thing: Oversized two weapon fighting. Not full str bonus, but you can use bigger weapons in your offhand.

If its not a feat maybe you can make it one. Seems like a good follow up to two weapon fighting and it would make it a bit better.
