I think we can assume based on the "tiers of play" article that characters get the following feat progression:

1 Feat
2 Feat
3 -
4 Feat
5 -
6 Feat
7 -
8 Feat
9 -
10 Feat
11 Feat
12 Feat
13 -
14 Feat
15 -
16 Feat
17 -
18 Feat
19 -
20 Feat
21 Feat
22 Feat
23 -
24 Feat
25 -
26 Feat
27 -
28 Feat
29 -
30 Feat

Ouch.

Looking at that article, ability score bonuses also "reset" (1, 4, 8, 11, 14..)

Also, you don't get powers at levels 4, 8, 14, 18. But you do get a feat and an ability boost. Confirming that there are no dead levels.

I agree that feats are probably gained at all even levels as well as 1, 11 and 21.

In terms of ability scores, I have a lot of questions. Do you gain 1 point in an ability of your choice, like 3.5? Possibly more interesting, do you sometimes gain 1 point and at other times gain 2 points, each of which must be put in a different ability score?

Myt understanding is that all of them increase each time. Someone let me know if I am wrong

3. Determine Ability Scores. Generate scores as for a 1st-level character, applying racial modifiers. Then increase those scores as shown on the Character Advancement table in the Player’s Handbook, with increases at 4th level, 8th level, 11th, 14th, and so on. (You can also use the NPC Ability Scores table on page 187 of the Dungeon Master’s Guide.)

Hmm, ya it could more then just +1 to score of your choice.

This looks good. I will point out that it makes those multiclassing feats quite a bit better. Feats are supposed to provide a small bonus in 4E. A lot of people have been complaining that it's "wasting" a feat. In 3.5, that actually meant something. In 4E, though, feats are toned down, increased in number, AND can be changed through retraining. As such, this stuff makes perfect sense. The beginnings of the tiers are going to be pretty crazy, though. That's pretty obvious. I wonder if there's a massive jump in power from tier to tier. I've noticed that there's a big change in the way that XP works, so power should be different, too.

Also, I think that article was just talking about starting a character at a higher level. In that case, you start off with basic stat creation, add bonuses, then add a +1 at 4, 8, 11... Which means that the beginnings of tiers provide another +1, which is pretty cool.

While we're talking about Powers by Class Level table, can anyone tell me what the sequence of comma-separated numbers means? For example, an 11th level character gets "P,7,3,1" encounter powers. I realize that this means one paragon path power plus a bunch of others, but do the other numbers mean the number of powers of given levels? But what levels?
