Final verdict on keen rapier w/ improved critical?

Book of Vile Darkness (2002) was made between 3.0 & 3.5, like Fiend Folio. 3.5 came out in 2003. Depending on the DM, they may say that the Book of Vile Darkness/Exalted Deeds or 3.0 or 3.5. As with all resources run it by the DM before using.

Weapon Master and Disciple of Dispater are 3.0, not 3.5, right? I'd think most DMs would not allow their critical-improving powers to work (edit: with keen/ imp. crit.) under 3.5.
Indeed.

This.

There is an alternate class feature for barbarians in the City Scape Web Enhancement (http://www.wizards.com/default.asp?x=dnd/we/20070228a) called Streetfighter, which replaces damage reduction, and gives you (among other things) an increased threat range (of 1 point !) against flat-footed opponents and on attacks made at the end of a charge. This explicitly stacks with Keen or Improved Critical.

Depends on what edition you are using. 3.5 states KEEN does not stack with Improved Crit. Am unsure about 3.5 or PathFinder. As a regular DM and Player, I allow it for 2 reasons. You are using a whole feat, so heck; throw a dog a bone right? 2nd, KEEN ability on weapon costs some jing, so once again; throw a dog a bone. If DM has a problem, feel free to point out that undead, constructs, fortification wondrous items and special abilities all negate crits.Nuff said=)
