You can't actually cast a spell with a verbal component if you do not speak loud and clearly.

When you're that close, 10', I'd say you often have found the guy anyway. Not much that gives efficient cover at that range. And you've got to be able to hide.

Reading in Tome of Blood, you can clearly distinguish the words of a spell at 60' (or 90'?) or somesuch. That is going to be a dead giveaway for your general location.

If you know someone is out there hiding (and not using metagame knowledge), you can keep making Spot checks as an action. You can even take 20 if time allows (and you don't mind being flatfooted for being so distracted).

As a practical matter, you only get 1 Spot check if a Rogue is sneaking up 'pretty close'. 'Pretty close' varies by terrain -- probably around 60' in light woods. You get another Spot if the Rogue attempts to close the gap to get that sneak attack.
 

Also remember that as a full-round action, you can try to spot something that you previously missed.

From SRD:

"As a full-round action, the character may attempt to spot something that the character failed to spot previously."

The same applies to listen. Have fun, and may you spot the invisible rogue before he spots you.
