Here's my version.
Fire Ball
available at 1st level
standard action
at-will ranged attack
target +1 foe/5 class levels within a cone
ranged 3 squares +1 square/level
intelligence versus reflex
+1d6 damage/5 levels + ongoing intelligence modifier fire damage
save ends the spell
Light Torch
non-combat ritual
the caster can light candles, torches, wood, etc. at a distance of +1 square/level

target foes within +1 burst/5 levels
ranged 3 squares +1 square per class level
intelligence versus reflex
