So here's a thought.

What if Arsinoe's ship crashed on some deserted part of Kabal rather than Tattoine? Maybe Skylark is the one that rescued her (with Garrett's help as salvage?) and has been the one "blackmailing" her for Resistance favors. So she's still basically stuck where she landed, it just gives her an excuse for being here rather than Tattoine, say. I thought of this since you mentioned it's dangerous to not pay attention when landing on Kabal.

So here's a thought.

I like it! I think this suggests that Kwaltu the Hutt is not in Hutt Space, but probably operating from a planet closer to Kabal. See the latest galaxy map below - this is a snapshot from The Force Awakens Beginner Game.

It also makes sense that the ship transporting Arsinoë was hit by pirates in this region because the more I look at the surrounding planets / space stations around Kabal or along the Sanrafsix Corridor – like Ma’ar Shaddam & Dravian Station – and it's clear this is a very scummy party of the galaxy. Spice-dealing, slave-trading, nova crystal-smuggling, arms-running. Kabal would be the nearest trading hub (i.e. on a hyperlane intersection) for all of it!

Skylark certainly could be blackmailing Arsinoë with knowledge of the bounty Kwaltu has on her to be "eyes and ears" for the Resistance.

We'll have to work out the details of Arsinoë's crash, who helped her out, and apparently [MENTION=6814006]Thateous[/MENTION]' Jedi could have crash-landed...So lots of ideas, we need to hone in on some, make choices, and flesh them out. I'll post more on this once I can see the backstory for [MENTION=6814006]Thateous[/MENTION]' PC.

You'll see Kabal in the 'N' row just above Eriadu and Triton.

Rex was aboard a pirate ship, but when the pirates took things too far, Rex followed Arsinoë after escaping the pirates and crashing on Kabal together.

Then, when Garrett has to flee the First Order, Arsinoë helps him escape or lie low.
