FREE Wishes(OK just really cheap)

So I was thinking about the Ring of Sorcery thread and how I thought the best solution was to treat it like a staff with the Master Staff(ELH) feat.

Then I got to thinking about staves, and then about a Staff of Wishes combined with Master Staff...

But a Staff of Wishes takes 250,000xp to create, you say.

Ah, Only if you create it with 50 charges! I say.
So you create a staff with 1, 2, 3 or whatever makes you feel comfortable charges. And then use your Master Staff feat to cast those spells for just the cost of a 9+ lvl spell slot.

I dont see anything in the rules that would even make a pass at preventing this....

Staves always have 50 charges when created. AFAIK there is nothing in the rules that would let them be created with fewer charges. You can buy one with fewer charges of course, but then its up to your DM to determine if there are any partially used staves of wishes out there that haven't already been snatched up by Master Staff users, and how many charges that staff has.

Of course, nobody in their right mind would sell a staff of wishes for less than 25,000gp per charge, since they could use the staff (or get a friend to use it) to create items worth that much.

The problem, of course, is that SOMEONE would have to have made that Staff with 50 charges in the first place. And I'm sorry, but unless your DM is seriously on crack, there's nobody in any campaign out there, living or deceased, that has ever gotten to 250th level. And if you spent thousands of years gaining power to eventually became that powerful, would you spend an entire level's worth of Experience making a Staff of Wishes, and not even use them all?

There is also nothing in the rules that prevents them from being created with fewer. Works either way.

But along the same lines, the 15k xp to get a Staff of Limited Wishes that you can power without the 300xp cost, or even a Staff of Identify that lets you get around the expensive M component causes similar dilemas.

And besides, Wouldnt you spend a Wish to enable yourself to create a Staff of Wishes with only 3 charges?(If you could get away with this)

No, because that's an incredibly powerful wish. Anything not on the list is subject to DM interpretation. And while I am not one of the "wishes should always screw the wisher" people, I do think that wishes which would create an unbalanced situation should screw the user. I'd be inclined to grant that wish by having the wisher's created staves always have 3 charges, but still cost the same amount of GP and XP to create.

You're kidding.

The ability to create a staff with only 3 charges is NOT incredibly powerful, its not even remotely good. Only when combined with Master Staff would you even consider NOT allowing it.

OK, I missed that one. The other two dont specifically force you to make yours at 50 tho. And on a technicality, that one allows you to create a staff at one charge price and get the other 49 for free... :]
