Genasi and weapon proficiency

MMII says that an outsider "is proficient with all simple weapons. If its Intelligence score is 6 or higher, it is also proficient with all martial weapons."

This statement also appeared in one version of the errata to the Monster Manual, which prompted me to write the Sage to ask if it applied to PC outsider races (and as I mentioned above, the answer was "yes").

In FRCS, as you probably know, the genasi are a core race. They do not get any of the weapon proficiencies you mention. Probably because they are considered native outsiders, and not true outsiders.

1) 9? (turns out I was wrong - it's 8)

2) +9/+4 huge greataxe, +4 gore (only reason I know is that I was setting up a minotaur NPC a couple weeks ago)

3) 4 (gibbering mouthers are fun!)

That line applies only to Monstrous Humanoids; regular humanoids, including PC races, do not get the free proficiency. (If they did, wizards would not have only five specific weapons listed.)

I don't get this. What free proficiency? I thought geberally all inteligent creatures could use simple weapons. Isn't that why they are simple?

The only difference between a native outsider and a true outsider is that one is native and one is not. See the Planetouched in Chapter 1 of the FRCS, Native Outsider subheading. (Sorry, I can't give a page number. My PDF doesn't have any.)

I *think* SavSpe mentions that you only keep the weapon proficiencies by type if you keep the racial Hit Dice (Which you typically do not for player races). Don't nail me down on that, though.
