Jay Garrick's a regular supporting cast member of Geoff Johns' Flash comic. He shows up in JSA sometimes too, IIRC.

Jay Garrick is one of the members of JSA, and thus shows up all the time in the comic.

By reading the Endless list, I'd say Despair = Parallax...
 

Nah, Despair isn't really malicious like that. In fact, she's often a rather sympathetic character. Besides, I think DC has some kind of unspoken agreement that no one touches the Endless mythos but Gaiman, and though I know Geoff Johns has worked bits and pieces of The Sandman into JSA (Dream has sent a few messages to Doctor Fate from off-stage, and Brute and Glob trapped Sand in their demiplane the same way they'd trapped Hector/Fate in The Doll's House), he wouldn't use one of Gaiman's characters that way.

But I'm not really one to speculate, since I've yet to read #3.

Johns has a lot of references to the Endless. In Identity Crisis, Zatanna makes a comment referencing them.

As for other Endless mythos stuff, I can't speak for the "mainstream" DCU, but various members of the Endless have popped up in Lucifer by Mike Carey (a really, really good title, btw), and Jill Thompson's done quite a bit with them (such as "The Little Endless Storybook" featuring Delirium). I think Gaiman is pretty cool about people using the Endless.
 

Death showed up in a panel of Legion of Super Heroes (the issue where the Earth goes Ka-BOOM, right before Legionnaires debuted).

And Sandman II (the white one, Daniel) showed up in JLA and told Kyle he'd be greater than Hal Jordan because Kyle possessed something that Jordan didn't.

Kyle: What?
Sandman: Fear.

Thank Goodness someone, remember that line, the way Kyle spoke in the current series, a near quote, Hal, you better be worth it! Is a true testament to Kyle's character.
