Halfling ranger does 1d10+5 w/bow?

Does a halfling ranger do 1d10 with his long bow and add their dex 20 (+5) to the damage? and because of small size they would get a bonus to hit too? And with that +4 to hit at will power, this seems to be a very effective build...

You forget one thing. A Halfling Ranger wouldn't be using a regular longbow, as it's to big for them. Their version would probably do d8 damage at best.
 

To hit mod. with a bow should use either DEX or STR (depending on class), +1/2 level.
For arrow Damage there should be no mod. given for Abilities.

Size bonus +1?
Ranger's Careful Attack +4
Level +1 per 2 levels
Enhancement bonus +0 or more
Even at 1st level this is: +11 to +13 (depending on bow accuracy bonus- anybody figure out the bonus?)

DAMAGE
1d10 (doesn't appear they have to use smaller weapons)
Dex to damage +5 (even if the Careful Attack removes this...)
Enhancement bonus +0 or more
First level: 1d10+5 damage is good.

So why is the Paladin using a shortsword instead of a longsword?

-Edit, also, the Paladin isn't getting a size bonus to attack.

If you can point to where someone who knows what their talking about says that's the only weapon restriction they have, I will be surprised and contrite.

Can you show me where this is taken from?
 

I don't think he's ripped it from anywhere, it's just a run down of stuff we already know, like that you get +1 BAB per two levels.

That said, we have no evidence of size bonuses to attack just yet (hence the ? I assume)
