Does a halfling ranger do 1d10 with his long bow and add their dex 20 (+5) to the damage? and because of small size they would get a bonus to hit too? And with that +4 to hit at will power, this seems to be a very effective build...

Even at 1st level this is: +11 to +13 (depending on bow accuracy bonus- anybody figure out the bonus?)
