Help! Building a Non-Hybrid Controller/Leader

Technically any Int/Cha race works, but Tiefling is far and away the best choice since controllers really care about going first to lock down a fight, and Tiefling gives you the ability to add +Cha to their Init mod and, because you can use Orbs via Wizard MC, you get +int as well. That is a huge bonus.

Not to mention up to level 16 you can use a Flaming Staff and Stirring Song of Baator to compensate for relatively poor healing. After that shouldn't be an issue, because a full leader+controller should allow the group to have an extra striker.

One of my players has a Warlord MC Wizard with all of the power swaps. With a wizard paragon path he is basically a blaster with healing support (not the leader buffs or other stuff).

I think he would be better off as either a hybrid (as he runs out of blasts in long fights & is "unenthusiastic" about melee) or a fully "lazy" warlord (so he could focus fully on INT) but it works well enough as is.

It is actually the pregen tiefling from the KotS stuff now at level 13.

Another option would be sentinel druid and just take regular controller druid powers any where it lets you. Just check the 'show other options' box when picking a power in the character builder. That gets you full leader healing word, acess to the 'better surges during a rest' feature, a pet to clog up some space, and still lets you grab a controller druid at-will (or two as a human) and dailies. Forget off the top of my head if their encounter powers are also swappable.

You can't use any of the beast form stuff, but the standard controller stuff is totally grabbable.

Thirded. Human Sentinel with Staff Expertise that foregoes taking any of the HoFK at-wills for Grasping Tide and Firehawk and multiclasses Shaman would, by 10th level, pack three encounter heals and occupy/threaten three squares on the board at all times. The build is also perfectly suited to specialize in summoning, and there are some druid summons with nice instinctive actions (giant toad, crocodile) that you can fire and forget.

You're a little weak on bonus granting as your leader powers are going to be mostly the encounter heals and some buffing utilities and your encounter power is iffy as you go up in level, but it's probably best marriage of leader and controller you can get without being a hybrid.
