I might be crazy, but isn't there a paragraph somewhere in the DMG that mentions something about high level NPCs getting magic items with finite charges (ie: wands) at a reduced price?
I know that the price for items with charges varies accordingly to the number of charges left in them, but I'm pretty sure that there's an example somewhere dealing with a high level caster with item creation feats and how all these things act together affecting the final price of the item when assigning gear. Either I just don't find it, or I'm just out of my senses.
Edit: It's on p.100 under "Hand crafted NPCs". Not exactly how I recalled it, but there it is.
