I think that's wrong, could someone check? IIRC you get a +2 bonus to AC if you use Expertise as usual... not a +3 for every -1.

Again, here is a 16th level cleric using all core material that I whipped up pretty quickly. He's at a 62 AC, plus he can fight defensively for an extra +2, improved combat expertise for +16, etc. If he were 17th level he could do all the spells himself if he wanted to via miracle, shapechange, etc.

Coming up with gigantic ACs isn't hard at epic levels or when using non-core material, I've found.

10 base
-1 size
11 natural (polymorphed into stone giant)
5 natural enhancement (barkskin +5)
10 armor (celestial armor w/ +5 magic vestment)
7 shield (+5 heavy shield)
5 +5 defending shield spikes w/ Improved Shield Bash
8 Dex (stone giant 15 base, +5 inherent, +6 item)
1 insight
1 haste
5 deflection
 

It's relatively easy at lower levels as well. I had a level 6 warriors once or a level 7 fighter rogue with AC in the mid thirties (without any magic)... TWF four attacks with full Power Attack that only hit at a 20 as well...

A Rune is a magic item first introduced in the Forgotten Realms core hardcvover, and updated slightlyin the PGFR. It's a potion-like item that you TOUCH, rather than drink - it can hold a spell of any level, but it must be a divine spell.

This doesnt involve any PrCs (most of which are broken IMHO) and without combat expertise and defensive fighting (adding another 18 if you feel that way inclined)
Its also within the characters wealth (unlike builds with +10 to 5 or 6 stats).

You could get 10ac more from two +5 defending monk weapons.
(Which should still leave you just about within your spending limit)

I just want to point out, that the Insectile Duellist I posted above is, in fact, within standard RAW spending limits - and indeed, I built much that very character using 3.0 rules for the predecessor of hte Exodus - though I used Kobold as the base race, instead of Halfling, just 'cause I love the murderous little blighters so much. ^_^

It helps that it fits the original request for level twenty-five characters, and at that level, you have 2,100,000gp to spend. ^_^

Wasnt ment to sound like an insult. I dont have any grasp of material beyond level 20, which is why I stacked out my suggestion at that level.
I apologise if I cause any insult.

But I still consider the PrCs broken for just the reason your example highlights. Too easy to max out every stat with epic level money and that means insane ac.
I also dont own anything except the SRD
