I gave this power to one of my players. He's a warpriest of a lost Chthuluesque god.

It's nicely formatted into an Excel sheet, and looks a bit crappy here.

Range is confusing. Might be "burst 1 within 10," or something like that, but it's otherwise not a normal range.

The secondary attack targets an ally's defense, which is going to be weird: just make it work as en effect, and stun the target if s/he fails a save. Also, the hit (or effect) has no duration, so once would do it forever. Perhaps make it until the end of the ally's next turn.

Also, this seems pretty potent. Consider the much more limited level 10 warlock utility Bridge of Shades.

The range should be Close Burst 10.

The purpose of the secondary attack is to spread the power to other PCs, so it is permanent. The goal there is that you want to spread the power to other PCs, so you want to make the secondary attack, but you don't really want to stun your buddy (I've ruled the power only works in combat), so you have to figure out when to take that risk. I also gave the power to the PC with the lowest Diplomacy. :D

What level is this supposed to be?

Also, it intentionally Arcane when it's for a Divine character?

Re: the range, I'd recommend: Close burst 10; targets two squares in burst.
 

Just to be clear, the wormhole is permanent. That kind of effect should be an epic level daily utility power.

Also, gaining the ability to create this power is a permanent "endowment." That is another epic level effect. I'm just noting the power level we're talking about here.

I have a preference for simpler powers, so take this with a grain of salt. I prefer them because they are easier to use and because there is less chance for a weird outcome when using the powers. In the spirit of the dramatic instance that you seem to want this power to be passed under, I would re-write the power thusly.

Keywords: Arcane or Divine, Teleport
Minor action Range: Close Burst 10
Target: 2 squares within burst
Daily Power
You see the true structure of the universe, allowing you to find a secret path through time and space.
Effect: Pick one of the two following effects:
* squares targeted by this power are considered adjacent for any creature that possesses this power. This effect is permanent.
* one ally in a target square is helpless and dazed (save ends both). Aftereffect: if the ally was the target of an enemy attack the last round, the ally makes another saving throw. On a successful save, the ally permanently gains the this power: Hole in the Universe. If no enemies attacked the ally during the round before this effect was saved against, there is no aftereffect.

That might create a bit of drama.
