Homebrewing Races and Clases!

I'm not sure if this has been posted yet and I do not feel like going back trying to find. How hard or easy would it be to design homebrew races and classes in 4e? For example how hard or easy would it be make a gunfighter with gun-fu like maneuvers or designing a two-head, three-armed humanoid?

I think the responsible answer is "We just don't know."

You could make an argument that the more modular overall system will make it easier, or that the different design approach to monsters as compared to PC's will make it harder, or about a dozen other things.

I think homebrewing classes in particular will be easier, because the concept of "Party Roles" will give structure, while the unified advancement system for powers will make it harder to get balance totally wrong. Still, I could be wrong about even that incredibly vague prediction, because there's a lot of blanks left to fill in.
