How 10' spells like Prismatic Sphere work for Colossals (like Dragons)

What he needs is perhaps a similar, 11th level, spell. ;)
I already heard about spell levels above 9, but do they really exist? Is the dragon able to get them? (he is a lvl 19 sorcerer). How many slots for each spell level above 9th?

That's going to be covered in the ELH. So we shall see. But the dragon can take class levels as a sorcerer. FRCS has really bad epic rules that will work for what your trying to do. For each level above 20 the character can choose to have one additional spell slot of a spell level one higher then his current max. The problem is that is all he gets. No HP, no saves, no nothing.

That's exactly what I think too. Not mentioning that probably Dragons started using magic long before than humanoids :)

And Ogres (mages) should benefit from all the defensive spells, and yes, ALL beings should fear someone bigger.

These extra spell slots will absolutely rock for metamagic spells! I can't wait. :D
