Draconomicon - If you like dragons or have dragon-themed characters, get this book. Now.
Fiend Folio - Better than the MMII in my eyes, better monsters, more solid rules and (mostly) solid CR's. Lots of really cool monsters.
Expanded Psionics Handbook - If you have any interest at all in playing a psionic character or running a psionic campaign, get this book.
 

While we're making recommendations, anyone want to recommend some good .pdfs from rpgnow? I was going to pick up Phil's "A dozen things pick-pocketed" (I think that's the title), but it was only $1.35 so I needed something else to go with it. Can anyone recommend some good, rules-light products? I have a lot of the dozens, and 101s of Phils already. I like things that I can use with HARP or d20, that's not heavy rules, and GM-focused.

if you want something really different you can get Dreamscapes. I'm currently writing the review. It is about gaming in dreams. It is pretty cool and creative though not exactly rules light.

I highly recommend Green Ronin's Blue Rose.

If you want something a bit smaller, I've had a lot of fun with the Vision books Patrick Younts wrote for Ronin Arts.

Template Troves one and two has some really cool monsters in it and can create some highly creative and odd opponents for players.

I named some companies in post 17, but if you want titles- Shaping the Self from Genjitsu, any of the Enchiridion series and Build up Spells from ST Cooley, the Blasphemous Secrets and Forbidden Lore from Plain Brown Wrapper, and The Other Side from Valent.
