Which is how they did it in the 2014 rules. They could have saved themselves some space by making it a condition. The entry for the slow spell would be a lot shorter, for instance.They kind of did.

And I want a condition. It makes stat blocks much easier than spelling out what dazed or slowed would do each time. Dazed is the big one, we really need something that limits actions but doesn't completely shut them down.They kind of did.
