I was thinking of adding the following houserule; You apply any bonus to land speed to 5ft. steps. In other words, 1st level Barbarians take 15ft. steps. I know it might seem unrealistic at higher levels of movements, but it reduce having to take Pounce or Travel Devotion in every melee build to pull off the number full attacks needed to make but one step in to the great gap between casters vs. non-casters. This would be the most valuable of a boost to the Scout, obviously. Thoughts?

I think that, in principle, you have a good idea. Might need to tweak the numbers a bit, though. You might want to base it off of level, such as an additional 5 feet for ever 5 levels, for example.
 


Or per 5 BAB, but have it apply to all classes. That would restrict the Mid BABs a bit, but I would likely give bonuses to the mechanics if the character has an actual fast movement speed. Although, that then eventually boosts Clerics and Druids too. I'm just trying to keep in mind the context of all classes using this.
 


Well it would be an interesting addition to the Barbs abilities.
Could be abused by multi-classing with a caster, so then don't really need to cast defensively.
Might be a good idea to add this ability at higher barb level maybe at level 5, and name it Barbarian Rush or something (still the Barb would gain the fast movement at level 1, he just adds that he can make a 5ft step with an additional 5ft, and maybe increase it at level 10 to +10ft.
Just read the above mentioned stuff...and yea don't tie it to the fast movement, just make it as a separate ability.

The reason I would tie it to fast movement is because the few classes that have fast movement are multiclassed often, in melee builds, so it opens up a lot of space otherwise wasted on a feat of ACF. Casters will not do this, because the general rule is not to lose caster levels.
 

I would go specific rather than general - pick the classes you want to add it to (barb, monk, ?) and just specifically give it to them. You could even make it start at 2nd or 3rd level to discourage dipping.
 

Alright, how about "half you base land speed, rounded up" to all the primarily melee based classes when wearing light armor and not carrying more than a light load, and Fast Movement is added in total, instead of just half? ACFs that grant fast movement to casters (I'm mostly referring to the Druid one) grant this when it wouldn't otherwise be granted. I think the problem I'm having is deciding who to give it to, though, or how to determine what is more melee oriented."
 

I've always understood the "5 foot rule does not provoke A.o.O.'s" because anyone can take a step backward with no trouble, but to intentionally go further requires someone to turn their back on the opponent in order to move away.

If one could step backward 10', 15', etc, without needing to turn one's head to see where one is going, then all good. Figure out the mechanic to make this happen so someone won't trip over unseen tree roots, uneven tiles, etc and you're groovy.
