I feel that the Noble background is an impoverished noble from a minor bloodline. Sort of how D'Artagnan is a noble, but his only starting resources are his clothes, his rapier, a letter of introduction, and the horse he sells as soon as he arrives in Paris. Yes, having a noble name makes it easier to be presented in noble circles, but it has few material benefits. Completely different from the rich nobility.Eh? I don't see anything in 5e rules that prevents any character selecting the noble background.
