Generally speaking, no, there's no way to make a weapon light.
There are various ways to cause a non-light weapon to be treated as light for certain purposes, however. For instance, the Dervish PrC gets an ability that allows him to treat scimitars as light weapons.
There's a feat in Complete Adventurer called Oversized Two-Weapon Fighting, which gives you a +2 / +2 bonus when wielding a non-light weapon in your off-hand (in effect giving you the same penalties as if you had a light weapon in your off-hand). It doesn't change the weapon, however.
Whips are One-Handed, exotic, melee weapons.

There's no such thing as a one-handed staff. It's called a club.
A two-handed staff can be used as either a two-handed weapon or as a double weapon. If he uses it as a double weapon, he gets extra attacks with it and takes TWF penalties. If he uses it as a two-handed weapon, he gets 1.5x his strength bonus on attacks with it.
