I have always seen the difference in the pricing of bonus types as a function of the access to spells that duplicated the bonus. So a deflection bonus would cost less than a luck bonus because a spellcaster has access to many spells that grant a deflection bonus, while spells that provide luck bonuses are far more rare. In game balance issues the luck bonuses would stack with the many spells that provide deflection bonuses, and would be more valuable to the character than a item with deflection bonuses that could no longer take advantage of the same spells. The same holds true with resistance bonuses saves (which seem quite inexpensive) vs. other save bonus types which are considerably less common in spell form.
