Intelligence versus wisdom

I can't remember the book I saw this in, but it talked about the effects of having high or low intelligence and wisdom scores on a characters personality.
It even had some very funny flavor text, 4 example having a high wisdom and low intelligence it said," there is a town on the other side of that hill but I've never seen it"
Has anyone else seen this and in what book

Don't know where your reference is from bu the PHB (3.5) on the bottom of page 10 talks about personality and int/wis/char
