I very much doubt that. That doesn't seem to be Amazon Studio's MO at all. And Villeneuve doesn't pull that much weight; the Bond franchise is a big deal with a lot of people having a lot of opinions on what its supposed to be. I doubt he'll even have carte blanche in who to cast, since whomever he casts will probably outlast Villeneuve's tenure on the series.
Heck, some Mr. Hollywood moneybags will probably insist on casting Pedro Pascal under the mistaken impression that he's literally in every movie these days because audiences love him.

Bond in a vaguely middle eastern region that controls some key resource as drone swarms flying around blowing things up and militia on horseback fire surface-to-surface missiles at cargo ships at the behest of oligarchs, billionairs, fascist despots and religious figures seems...quite relatable.
Yeah, I mean that is really the problem I think. MI has had a good run and I think its appropriate to end around now. Bond was written for a particular time and context--cold war spycraft--and it doesn't really connect so many years after the fact.
