I'm confused by this. All the early reviewers are saying its actually heists, not combat missions.

If you continue to read through the thread you see that Whizy doesn't think they are heist because after you steal the item or get the info, you hand it over. You don't use it yourself.

Of course you can run them just like Whizy wants too

Orcs vs. Goblins was one of the more prolific conflicts raging on Acheron, but certainly not the only one.

The Blood War is waged all over the Lower Planes, Acheron included.

It's even in Pandemonium, although no one can hear each other well enough to know what side anyone else is on or to listen to any kind of orders.

Also spills over into the Outlands, Material Plane worlds, and even Sigil itself on a couple of occasions - the region of the Hive known as the Slags is the result of one such incursion and another, smaller one happened during the Faction War.

Long story short, the Blood War can show up pretty much anywhere. The celestials try to keep it contained to the Lower Planes, but they're not always successful.
