Can a soul stone be dispelled with dispel magic? I assume it’s some kind of ritual or spell. I suppose that’s another check.

Akos doesn't have that knowledge.
In order for Vitus to find out if that would work, he would have to target the soul stone directly. An area based dispel would not work.
