Obviously this far into the discussion you have covered most routes and delved the depths of levelling, but I would like to add the suggestion that lvling is one of the most simple tools of character development - the player thinks about who his/her character is supposed to be and can choose the best choice (though some may add for the powergame). I lvl my group at the end of every session, so that they know that they dont have to get into random fights with hastily drafted monsters - it takes away the incentive to be troublemaking and this enhances the rp side. Also, I have to keep the progression of the campaign going (it is an internet one) so that we dont take years - we are going 1-30. Thanks for all the insights of the above posters - v. interesting.
